Changes to local bus services

The County Council has advised me of a number of changes to Stagecoach bus services taking effect from 8th January 2018.

The following services are affected. We welcome the new no 25 between Addenbrooke’s and Trumpington.Woman and bus

Last stop for the 114

Whippet is deregistering 17 bus services in Cambridge, claiming they are unprofitable. The following services will take their last journeys on 2nd September.

Here is a statement on the deregistrations from Whippet.

The 114 which runs between the city centre and Addenbrooke’s will be missed in this area. It has provided a useful route to the Beehive and Grafton Centres, as it runs down Coleridge, Lichfield and Mowbray Roads.

The County Council has been considering varying the frequency on this service; they will now need to retender it along with the other services. The challenge will be to find another operator who can make them work financially, given the passenger take-up and the congestion on the routes.

Hills Road cycleway: how’s it been for you?

The first phase of the County Council’s new cycleway on Hills Road has had a big impact.

The County tells us it has increased cycling numbers since 2013, and it certainly makes for a smoother ride, especially on the southbound side of the road. It’s changed the landscape of Hills Road.  And it’s given us new bus stops.

BUT: the cycleway has generated hundreds of emails, letters and phone calls, due not just to the new road layout but to the sheer length of time it’s taken – or more correctly it is taking.  Two years on, it is still not completely finished, with the pink tarmac petering out at Holbrook Road, and a sedum strip that patently has not flourished. Residents have told me of many other examples of unfinished work.

Traffic management during construction was poor, ironically often putting cyclists and pedestrians at risk.

Was it worth it?

After a lot of effort, we have persuaded the County Council to undertake a review of the cycleway so that lessons can be learnt about what went well and what didn’t go so well. Although the next stretch of Hills Road going up to Addenbrooke’s is already scheduled, we have asked that the findings of the review be incorporated  during the works as they emerge. They will also inform future projects.

I am on a working party which will be looking at different types of evidence including the user experience, travel statistics and accident records. We would like to invite you to take part in an online survey and we are looking for views from all road users — that includes the experience of residents.

We want to know about your experience of the cycleway if you use it as a cyclist, and also about its impact on you if you don’t cycle, ie if you walk, take the bus, or drive.

The disappearing bus – now U see it, now U don’t

The Stagecoach Uni 4 bus between Addenbrooke’s and Madingley Road has been replaced by a new service run by Whippet, known simply as the ‘U’. We are disappointed to hear that Whippet is changing the route so that the bus will no longer go down Hills Road. This will leave out several hundred residents, including staff and students of Homerton College. I have written to Whippet to ask them to reconsider.

City Deal consultation starts today

City DealThe Greater Cambridge City Deal is a partnership between central and local government to deliver new infrastructure in Cambridge and the sub-region.

It is managed by a board comprising leaders of the councils in the area (Lewis Herbert, Steve Count and Frances Burkitt), plus representatives from the universities and business. They have just launched proposals to tackle rush hour congestion and are proposing eight initiatives. Some of the proposals have had a mixed reception, particularly bus lanes at the expenses of trees. One that has generated a lot of controversy in this area has been the congestion checkpoints, which would block major roads at peak times, incuding Hills Road.

The package includes:

  1. Better bus services and expanded use of Park & Ride
  2. Better pedestrian and cycling infrastructure
  3. Improved public space and air quality
  4. Peak-time Congestion Control Points (PCCPs)
  5. A Workplace Parking Levy
  6. On-street parking controls
  7. Smart technology
  8. Travel planning

These proposals aim to transform people’s ability to travel into, out of and around Cambridge by providing more efficient, safe and reliable capacity for travel, without the need to get in a car.

Bus service changes

Cambridgeshire County Council has received registrations to alter a number of services from 23rd / 24th July.

The services affected are:

  • Dews service 22
  • Whippet services 1, 1A, 3 / X3, 5, 6, 9, 12, 16, 21 and 400’s
  • Stagecoach services 9 / X9, 13, 26 / 27, 33, Busway A / B, Citi 4, Citi 7. Citi 8, Norfolk 46, Peterborough 46 and Uni 4

The one that is of most relevance to this area is the replacement of the Stagecoach Uni 4 with the Universal, a new service run by Whippet, which will run Monday-Saturday and call at the railway station.

All aboard the Abbey-Addenbrooke’s Express!

115 busGood news! We’re getting a new bus service. Starting next month, the new 115 service, run by Whippet, will run hourly between the Newmarket Road Park & Ride site and Addenbrooke’s Hospital. The bus will stop at both Long Road and Hills Road sixth form colleges, St Bede’s and the Perse. In the other direction, it drops you off at shopping and leisure destinations such as Sainsbury’s, Mill Road, the Abbey Pool and the Cambridge United football ground.

The new service is a trial, funded by Section 106 developer contributions and will be made permanent if there is good take-up – so if you enjoy shopping, swimming or soccer, take a ride on the 115. Its first journey will be on Tuesday 3rd May.

Should streetlights be switched off? and other hard questions

The County Council is at last consulting on its plan to switch off streetlights between midnight and 6am. Please take part in the Cambridgeshire Streetlight Consultation, running till 11th December.

This cut has generated a lot of concern especially in areas where people are around in the small hours, or the early morning. But it is just one of many proposed cuts that leave a bad taste in the mouth – other economies are to end mobile library services, stop community transport and school buses, slash the budget for roads maintenance, and reduce the funding for children’s centres and adult social care.

The cut is in response to the deep budget deficit that the County Council is grappling with this year, thanks to a poisonous cocktail of the government withdrawing funding and the population soaring.  To see the streetlighting proposals in context, you may wish to look at the wider budget consultation, Cambridgeshire’s £100 million budget challenge.

Hills Road segregated cycleway work has started.

Cambridgeshire County Council is starting to build new segregated and raised cycle lanes on Hills Road. The works are taking place off-peak between 930 and 330pm. The new cycleways are set to be completed in the autumn.

There will be cones and temporary traffic lights during these times to create a safe working area. Whenever possible a cycle lane will be kept open throughout the road works.

Some weekend closures of the side roads will also be necessary to enable the works to be carried out with the least disruption to motor traffic — but not until the spring. Here is a list of planned closures:Floating Bus stop leaflet_main page

Hills Rd closures

As part of the scheme, all the bus stops along this stretch will have new bus shelters.

Concerns have been raised recently about the amount of grass verge being lost, as well as the siting of the new bus stops. A group of Hills Road residents and I met the Cycling Team last week and discussed various issues.

Hills Road cycle lanes scheme: view new layout

floatingbusstopTomorrow (Thursday 20th November), Cambridgeshire County Council will be at Rock Road Library, presenting the designs for the new road layout on Hills Road. If you looked at the Council’s original cycle lanes designs you should notice some changes from what the Council proposed earlier this year.

Residents raised a number of concerns with the original scheme, about safety, rat-running and access to properties. Councillors communicated these concerns to the Council and asked County Council Highways officers to do further work to address safety issues. A number of changes were made to the original proposals before the scheme was approved, to address concerns about conflicts between pedestrians and cyclists.   • There is now a clearer division between footway, bus stop and cycleway.
  • All the bus stop islands will be at least 2 metres wide and all waiting facilities will be on the island, so passengers won’t have to cross the cycleway as the bus arrives.
  • As the cycle lane approaches the bus stop it will veer left and narrow to 1.5 metres; there will then be a short ramp up to the level pedestrian crossing point, which will have tactile paving and be a different colour to the cycle lane. These differences are to alert cyclists of the need to be mindful of pedestrians.
  • The kerbs will now be sloped to allow cyclists to mount more easily should the need to leave the carriageway arise.
  • Although there will be double yellow lines, there will not be a loading ban to allow commercial vehicles to park briefly.
  • New gullies will be installed and a full CCTV drainage survey carried out to identify any necessary repairs.

There are concerns that if there are additional traffic hold-ups, motorists may evade them by using smaller streets off Hills Road – four of which have schools/ nursery schools. It is hard to predict the effect in advance, but I shall be asking for a traffic survey to be carried out before and after the scheme is input.
