Road and pavement repairs

Potholes and pavement surfaces and drains are always causing problems! We are constantly asking County Council Highways officers to attend to problems, and are pleased to report some action on some:

Drains have been cleared in Baldock Way and Marshall Road, and the ones in Hills Road should be done soon.

Some pavement defects have been repaired in Wulfstan Way and Gunhild Close, and more are being scheduled for repair. Patches have been ordered for Cowper Road and the work should be done soon.

A repair has been made to the uneven patch of pavement outside the old Early Years building on Blinco Grove

Surface dressing treatment will be applied to several streets in the Nightingale Avenue area.

Some other roads have very bad surfaces that have got into such a state that they will be very expensive to repair them, eg Baldock Way, Coniston Road, Marshall Road, Cavendish and Hills Avenues. Amanda is putting pressure on the Council to bring these roads up to standard — watch this space.

Residents’ parking update

A new residents’ parking scheme is being installed in the Morley area (from the Cherry Hinton Rd/ Hills Rd junction down to Blinco Grove).  The residents’ parking signs are now all in place. Parking_Guide___Morley_Area_2017

Parking bays have been painted on parts of Rathmore Road and Marshall Road, and lining will follow. Rock Road will be next, then Hartington Grove, Blinco Grove and Magnolia Close.

As many residents know, the painting of lines did not start on time. If the delay has caused you individual problems, please email me with the details, and I will take things up with the Council.

Coleridge west

A consultation for the west Coleridge area is being carried out now and will run until 4th December. If you live in any of the streets on the map* you can take part on line at http://www.smartsurvey.co.uk/s/ColeridgeWest/, or complete a paper form.

There is also an information event on Tuesday 7th November (5-7pm) at the Mill Road Baptist Church, 178 Mill Road, Cambridge CB1 3LP, where officers will present their proposals for this area.

Consultations will take place in other parts of Cambridge over the next year or so. Residents’ parking schemes will be introduced IF a majority of respondents support them.

Residents’ parking comes to Queen Edith’s

Work has begun on a residents’ parking scheme. The new scheme will be known as ‘Morley’ after the primary school on Blinco Grove – and will ipso facto also share a name with Liberal MP and founder of Homerton College, Samuel Morley. It will include Blinco Grove, Marshall Road, Hartington Grove, Rathmore Road & Close and Rock Road, plus 151-219 Hills Road and Cherry Hinton Road from the Cambridge Leisure junction to no. 196.

The first stage of the installation is putting up signs near the bays explaining the restrictions –10am –7pm Monday-Friday. During these times you may only park with a permit.

The signs are a legal requirement, and need to be near the parking bays to allow the County Council to enforce the restrictions and to protect itself against challenges by motorists. There are rules about the distances between the signs and the height of the poles on which the signs are mounted.

I know that some people have been unhappy about the positioning of the poles so I caught up with the contractors this morning to have a chat. They’re very approachable and said they’d had a friendly reception from most people, and even a few cups of tea.

They work to instructions from the Council about where they put the poles, and that has to comply with national regulations – but it is sometimes possible to tweak the positioning, bearing in mind other constraints such as services under the ground. The next stage will be painting residents’ bays, white H-markings and yellow lines, and the scheme is set to launch on 3rd November.

Residents’ parking scheme about to launch

After many years of discussion and debate – plus plenty of legwork – residents’ parking is about to arrive in Queen Edith’s. It has been named the ‘Morley’ residents’ parking scheme after the excellent Morley Memorial Primary School in Blinco Grove; and it will include the streets from Elsworth Place to Blinco Grove inclusive, plus the stretches of the main roads that link those streets. The new scheme will give residents priority parking within their area but it also takes into account the needs of local businesses and community facilities such as Rock Road Library.

The scheme will officially launch on 1st November. Residents can apply on the County Council’s website for permits for themselves and / or guests to park within the zone. Residents’ annual permits are £50 each.

I have been working with residents and officers for a long time on this and given the majority support shown when the Council consulted last year, I’m pleased that the scheme is coming in. It will give local residents a better chance of parking near their homes – very important, especially for people with medical/ care needs, or with young children — but it will also bring road safety improvements, reduce congestion and air pollution, and generally improve the local environment for everyone.

The other good news is that there will be no joining fees. Usually people pay a starter fee when they buy their first permit on top of the cost of the permit itself. Following requests from myself and from the Hills Road Residents’ Association, the Greater Cambridge Partnership (City Board) has agreed to fund the implementation costs.

Morley residents parking scheme

The County Council highways officers have been working on the back office systems for the Morley residents’ parking scheme, to ensure everybody eligible for a permit is listed properly. The scheme is bounded by the southern side of Cherry Hinton Road, the eastern side of Hills Road, and Blinco Grove.

The officers are about to order signs and pay & display machines, as well as book the yellow lining works. There will be letters to residents informing everybody that the parking scheme is going to be installed, followed by another inviting people to apply for permits. The first permits should be issued in September.

Streets need to be free of parked cars for the installation of bays to be installed and the painting of yellow lines. The Council is concerned that in the summer there may be some cars on the street belonging to people who are on holiday, which would frustrate the works – so the physical installation will take place in September, when the cars’ owners are less likely to be away.

The Council is about to commence consultation on seven new residents’ parking schemes, including two in Coleridge, starting on the other side of Cherry Hinton Road. Other areas of Cambridge should follow later this year. The Greater Cambridge City Deal have been asked if they will consider funding this scheme, as well as others, and we are hoping for a positive response.

Residents’ parking scheme passed

A residents’ parking scheme for the north of Queen Edith’s has been approved by the councils’* traffic committee.

The Traffic Regulation Order (TRO) for the parking scheme was advertised to local residents and in the local paper, following  majority support by residents in the Morley area for the County Council’s proposals when consulted last year.  The council consultation followed my survey to establish in principle support for residents’ parking, and after a public meeting and display at the library.

Residents from the area attended the meeting and spoke both in favour of and in opposition to the proposals. The vote was 10 votes in favour, 2 against.

The scheme will cover the area from the Leisure Park to Blinco Grove, including both main roads.

Also yesterday, a new residents’ parking policy was passed by the County Council’s Highways Committee.

The County Council has published the formal Traffic Regulation Order for the residents’ parking scheme in the Morley area (from the Cherry Hinton Road/ Hills Road junction down to Blinco Grove).

Hills Road parking progress

COMMUTER PARKING in Hills Road near the colleges is just as bad as ever, especially acute when it’s raining cats and dogs like it was yesterday – as fair-weather cyclists/pedestrians / bus users) take to their cars. But take courage: work on parking restrictions has been going on behind the scenes. Here is an update.

Following my survey to gauge support for parking controls and the meeting at St John’s Church, a small parking group has launched to co-ordinate ideas and concerns. This is really helpful for the council officers working on the project and for councillors as it means means information can be shared easily.

Steve, a long-term resident and member of the group, accompanied me to a meeting at Shire Hall yesterday with the County Council’s Parking Manager. We looked at preliminary drawings for a residents’ parking scheme.

The parking restrictions will include a mixture of yellow lines, residents’ bays, and short-stay bays for visitors to the shops, churches and libraries. Existing H-markings (white lines marking private drives) would stay. The area that the Council proposes for the scheme is from Elsworth Place to Blinco Grove and the sections of Hills Road and Cherry Hinton Road that run between them.

One of the challenges for a parking scheme is that Marshall Road is very narrow. At present cars park on the pavement and people walk in the road, which is clearly harzardous, especially for children and people with disabilities. New national legislation to ban pavement parking is anticipated, so the County Council will not introduce any new parking schemes that allow it. So the proposals for Marshall Road would have a narrower carriageway and staggered double yellow lines. This will mean fewer spaces overall – however, if the law changes, the parking spaces will be reduced whether or not there is a residents’ parking scheme.

We also discussed charges for residents’ and visitors’ permits. At present the residents’ charges range from £52 to £84, but they are under review.. Of course, if you have your own drive, or have no car and do not need a resident’s pass, there is no need to pay anything.

The Council hopes to ballot residents on a residents’ parking scheme within the next month. There will be one vote per property and three options: Yes, No and No opinion. If Yes gets a majority, then the Council will carry out statutory consultation on Traffic Regulation Orders (adverts in the paper and on the street), with any objections being determined by the Cambridge Joint Area Committee (CJAC) in the autumn.

Hills Road segregated cycleway work has started.

Cambridgeshire County Council is starting to build new segregated and raised cycle lanes on Hills Road. The works are taking place off-peak between 930 and 330pm. The new cycleways are set to be completed in the autumn.

There will be cones and temporary traffic lights during these times to create a safe working area. Whenever possible a cycle lane will be kept open throughout the road works.

Some weekend closures of the side roads will also be necessary to enable the works to be carried out with the least disruption to motor traffic — but not until the spring. Here is a list of planned closures:Floating Bus stop leaflet_main page

Hills Rd closures

As part of the scheme, all the bus stops along this stretch will have new bus shelters.

Concerns have been raised recently about the amount of grass verge being lost, as well as the siting of the new bus stops. A group of Hills Road residents and I met the Cycling Team last week and discussed various issues.

What to do if bus timetables aren’t working

Real Time Passenger Information is the technical term for what you see on the illuminated displays at bus stops that tell you when the buses are on their way. They are handy if you’re trying to decide which bus to take, or whether it’s quicker to walk. I know that they are useful because when (occasionally) a display is out of order, people tell me! Here’s a short post on how to get them working again quickly.,

Last week, the display was broken at the stop on Hills Road opposite Marshall Road and outside Homerton College. First, it simply gave the times for the day before – then went completely blank. Although it had been reported to a bus driver, the County Council were unaware of the malfunction.  When I reported it on Friday last week, the traffic manager at the County Council, Mr Gerry Watkins, promised it would be working again in two days. I am pleased to report that Mr Watkins went one better and had it restored to working order in just one day – extremely impressive.The Council has a smart system of ‘interrogating’  the displays remotely every six hours to check for malfunctions, but this time, the remote check had not detected the fault. Mr Watkins said he was pleased people find the displays useful and commented,’There are still certain circumstances in which we have to rely on someone visually noticing a problem and informing us. It is our aim to respond and correct within two working days.’

The County Council was consulting councillors on good locations for new timetable displays earlier in the year. Based on the feedback we received, George, Jean, Geoff and I recommended additional displays for the Citi 1 and Citi 2 routes and we hope to see some new ones soon.
