The road closure at Addenbrooke’s, due to begin today, has now been delayed until next Monday, 19th June. The City Deal has put the date back because there are extra underground utilities cables that need to be moved.
The road closure is to facilitate the construction of the next phase of the new cycleway on Hills Road and will involve the closure of the road between Long Road and the Addenbrooke’s roundabout to outbound traffic for approximately 14 weeks . There will be a diversion via Queen Edith’s Way and Fendon Road – see the plan on my previous post. The citybound lane will still be open to traffic.
The City Deal assure us that they will still meet the finish date of early September.
The Greater Cambridge City Deal has announced new plans for traffic management on Hills Road to facilitate cycleway construction.
Diversion routes for cycleway works
Having announced in January that they would close the top section of Hills Road entirely for five months, there has been some rowing back following public anger. The road between Long Road and the Addenbrooke’s roundabout will now be closed to outbound traffic for approximately 14 weeks, starting in June. There will be a diversion via Queen Edith’s Way and Fendon Road see right). The citybound lane will still be open to traffic.
The modifications to traffic management are welcome, but the works will still continue to be extremely disruptive to local residents as well as to people visiting the area, including the sixth form colleges and Biomedical Campus.
Outstaying their welcome
When the first phase of the cycleway works started in January 2015, it was scheduled to last 37 weeks. Over 2 years on, Phase I is still unfinished and it seems the Council cannot even organize simple things such as bus stop signs. The City Deal told us the second phase would take 11 weeks from February, but it is now not due to finish till September 2017. (They might like to update their website.

Last year, I ran an informal survey on parking in the north-west corner of Queen Edith’s — the streets opposite the colleges on Hills Road. Residents there experience heavy commuter parking from the sixth form college as well as Addenbroooke’s, Cambridge Leisure and other businesses. Many houses in the streets there do not have their own drives, so residents struggle to park their own cars in the locality.
My survey resulted in a 2-1 majority in favour of parking controls, including residents’ parking. It has taken much longer to move things on than I would have liked, but Cambridgeshire County Council will be asking residents if they want a residents’ parking scheme. This will take the form of an official consultation; if there is a majority in favour, the Council will launch the statutory process.
The streets included will be: Elsworth Place, Rathmore Road, Hartington Grove, Rock Road, Blinco Grove and Magnolia Close, Marshall Road, and the sections of Hills Road and Cherry Hinton Road which adjoin these streets.
Residents will very soon be receiving a mailing from Cambridgeshire County Council outlining the proposals. This will include a map showing the proposals, and there will also be information on display at Rock Road Library. You can respond either using the form provided, or on line.

Both Marshall Road and Cherry Hinton Road will be closed in the near future to enable roadworks to take place.
The County Council will be doing remedial work to the surface dressing in Cherry Hinton Road. This road was only treated last year, but is already in a poor state, so the Council is re-treating it with a better material. The prohibition order provides for the road to be closed at some point between September and March; however, it will not physically be closed for all of that time, only when the work takes place. It is hoped to do it in September, otherwise in the New Year. I will update this post when we have more information.
Marshall Road is being closed because the sewer is structurally unsound and Anglian Water is going to insert a liner pipe. The work will be done between 9 and 5 on 17th September. They will be able to use existing manholes but the road needs to be closed because the sewers are in the middle of the road.
Anglian Water say the work is to the surface water sewer not the foul water one, and assure me that there should be no chemical smells. You should be able to use your water as normal.
Today I attended Cambridgeshire County Council‘s Economy & Environment Committee, which was voting (for the second time this year) on segregated cycle lanes for Hills and Huntingdon Roads. The project had first been considered in May but deferred on safety grounds, including many raised by myself on behalf of local residents.
I called for a traffic survey to measure traffic speeds and behaviour before and after the scheme, as well as representing residents’ mixed views on the scheme.

I am speaking particularly about Hills Rd, as the stretch concerned runs through Queen Edith’s. It is the part between the notorious Hills Rd bridge and Long Road.
Local views are mixed. Although people want the cycling environment made safer, my residents have articulated the concerns you heard at your last meeting: floating bus stops and how pedestrians would manage
I know this aspect has been improved and I welcome the wider islands and the refashioning of the cycle lane near bus stops. I still have my doubts about whether this is the right place for such a scheme, given the heavy volumes of different road users (2400 getting on the bus)
But residents have other concerns which are very local: how it affects the roads:
Concern about what will happen when tradesmen visit, as not all properties have their own drives.
Rat-running: if cars get held up behind buses there is a risk they will become impatient and divert into streets off Hills Road. Four of these have schools, with children from 2 upwards, many of them walking or cycling to school.
I would like a traffic survey to be carried out before and after the scheme is input.
In less than seven weeks, the Tour de France comes to Cambridge on Monday July 7th. All very exciting for those who follow competitive cycling – but even if you’re not a fan, have you thought about how you’ll get out about that day?
There are several road closures that day, including Hills Road and Trumpington Road, and many schools are closed for the day, including Morley Memorial, Netherhall, St Bede’s and Coleridge. Schools are announcing changes as I write, so I will update this page as I receive new information. (more…)
Hills Road is to benefit from over a million pounds of government funding for a new road layout that aims to improve conditions for pedestrians, bus users and cyclists. There is a plan for segregated cycle lanes in three of the main roads into the city: Hills Road, Trumpington Road and Huntingdon Road.
An innovative feature of the scheme will be ‘floating bus stops’, which have proved successful in Brighton and London. This will avoid the danger of cyclists overtaking buses at stops, but it will be important to make sure it is safe for bus passengers.
The County Council is running a consultation begins next week, with exhibitions and events at various local centres. There has already been one at St John’s Church and there are more at Addenbrooke’s (Friday March 14th, 11.00am-2pm) and the Perse School ( Wednesday March 26th, 6,30-8.30pm).

The meeting will also include a presentation from the neighbourhood police and planning applications, including one for flats in Queen Edith’s Way – yes, more flats.
The meeting begins at 7pm, with an Open Forum, at which anyone can ask questions or make statements.
Many people will have noticed the signs advising a road closure in Mowbray Road. This is so that the County Council can carry out surface dressing of the road. Their contractors did some preparatory work a couple of weeks ago, and this week they plan to carry out the second stage, overlaying the road surface with a plymer-modified bitumen and covering it with aggregate or chippings. This is to seal the surface to keep water out and improve the road’s ability to stand up to its heavy usage.
The County Council plans to close Mowbray Road to through traffic between 9.30am and 3.30pm on 4th July. If the weather is good, that will be the only day the road is closed; if it rains, things will take longer. Here’s the weather forecast for Thursday.
There will be people at the end of the road to give access to properties for residents and businesses, though it won’t be immediate and you may have to wait a bit. Buses will also have access. Other traffic will have a signed diversion: Cherry Hinton Road, A1307 Hills Road and A1134 Queen Edith’s Way and vice versa. Cyclists will be able to wheel their bikes along the pavement.
